Skyrim followers (vanilla) are pretty crappy. They get confused and sometimes just bluescreen if they have more than one spot that they can calll home, and have all sorts of issues. The mod I linked might help (Sometimes it helps with current games sometimes not).
If he can't be removed through console commands you might WANT to look into mods. Not all mods are for power increase but instead fix terrible scripting issues that the game has. If you're looking to avoid bugs i'd suggest getting the Unofficial Skyrim Legendary Edition Patch. Thing fixes many bugs throughout the game that are still there even now.
If you don't want to look into mods and console doesn't work I suggest reloading cause that's all you can do.
If it gets too annoying, you cold try sacrificing him to Boethia.
