Are werewolfs part of the undead?

Neither since werewolves (lycanthropes if that's how you want to refer to them as) are part of Hircine's sphere of influence. Hircine does not deal with undead unless he or his followers hunt them down like they do with any other kind of prey because they live for the hunt.

Nope, werewolves are living. The undead refer to skeletons (draugr) and vampires and such, not living, breathing creatures. Although I'm not exactly sure how Skyrim handles the vampire cross-over and their whole "dying" bit, but I think Skyrim treats vampirism as more of a blood-borne disease. Which is sorta what lycanthropy is.

That's pretty much my opinion of both vampirism and lycanthrophy as well.

The Silver Sword is "highly effective against undead". Is that where you got the impression that werewolves were undead? Anyhow, the only werewolf you might fight is Sinding, so the Silver Sword being effective against werewolves would kinda be useless.

There are random werewolf encounters. One less reason to fast travel. Silver Sword is still pretty useless, though, yep.

The whole silver vs undead and werewolves thing is because a lot of old real-world myths describe it as a general anti-supernatural metal (and if it isn't silver, it's cold iron). And that whole "silver bullet to kill a werewolf" thing everybody thinks of when someone remarks about how to kill a werewolf.

Funilly enough; it's only the NPC werewolves that are weak to silver, the player never gets that weakness (not that I can see on UESP, at least).

Because in classical literature, silver is highly effective against the supernatural, which includes ghosts, the undead, and lycanthropes.
