HELP: Hearthfire DLC absolutely refuses to install

So it's been about 24 hours now since I've purchased the Hearthfire DLC on my PC, and it still hasn't installed. I've done all the general problem checks. I've verified my game, restarted Steam completely and then ran as an administrator, made sure the DLC install box was checked in the Properties>DLC tab in the game, ensured my connectivity is secure, and made sure my anti-virus and firewall isn't blocking anything important. In my download queue, it first shows that Skyrim is in need of and update. It then pulls it from the queue and sits frozen in the "Starting" status for about fives minutes, then drops back into the queue and shows the "Update Required" status before cycling through again. What the heck is going on?

Have you checked that your automatic update box in Properties is checked? Also Steam Client Update.

Yeah, unfortunately that isn't the problem either.

i just click on the icon right under "Update Required" and my download starts working again.

click on Steam/Settings/Downloads. make sure Download Restrictions isnt checked. and "allow downloads during gameplay" if unchecked wont download anything if a game/launcher is running.

Everything there is okay too. I contacted Bethesda support first, and after going back and forth a few times through e-mail they couldn't figure out what was going on either. They suggested I contact Steam support, and they haven't messaged me back still. It's just kind of disappointing I suppose.
