I start calling them "OP", when they run from mountains to Whiterun, without any weapons and armors, in Frostfall + Supreme Storms + Realistic Need and Diseases environment - and still manage to walk in to city alive.
I have disabled naked comments from the game. I find it hard to belive that guards would run their mouths to my characters at this point. :D
My usual stuff is any good light armor + shortbow and arrows (SkyRe) that I can find, make or steal.
And that bandit scumbag, who put an arrow on my back after I was finished fighting with the snowy sabre cat, is going to give back every single item he stole from me - over his dead body.

I also have a bow laying around in whiterun somewhere, I don't know if it's a little op or majorly op. I forgot about it :) But an elven improved to legendary feels very op (not to mention the more powerful bows you can craft).
When I make it to Daedric forging, I have a Daedric corset to make, but that has the same ac value as regular Daedric armor, it's just light and hot.
