Which Bethesda texture pack should I use?

I see 3 in my data files. Which one's the best and highest quality?

You should use none of them. It's a waste of ram/cpu/gpu resources.

I guess the modders have made better ones. As far as which Bethesda ones to use, I think they are all the same pack broken up into 3 parts. It has been a while since I installed Skyrim and I only see one pack in my downloads.

What I did was I started with Bethesda's pack and then let the player-created packs overwrite it. That way if the player-created ones missed anything it would still be high res from the Bethesda pack.

They are all one and the same mod. If you are going to use them, then you have to use them all.

Using Unofficial High Resolution Patch is very much recommended with them. It requires the Unofficial Skyrim patch (very much recommended and also a dependency for several new mods.) Link can be found from USKP download page.

With the game only able to use 4mg at one time you hit the nail on the head.
