Bought the Legendary Edition at Best Buy... No DLC.... And lost the activation code for it.
I checked when I installed it, but in the data files, no Hearthfire, dawnguard, nor Dragon born.... I bought it new, at Best buy.... WTF is wrong with it?

Right click skyrim in the library and select properties and then DLC, maybe something there.
If you "lost" the activation code you're pretty much screwed. You might try contacting wherever you bought it from if you got the wrong product.

I did. NO DLCs I looked up how to do it... right click... No content installed! I would not post this if it were that simple.... I even wrote THAT I CHECKED!!!

You wrote you checked the data files. Maybe you just didnt install them in which case they wouldnt be in the data files but under dlc in the properties thingamawhingy. Or even in "view downloadable content".
Did you own the base version of the game before getting legendary?

Just a question - have you checked in your account what name Steam has registered your game under? Top right, small half diamond >account details.

If Steam has registered it as Skyrim LE then you don't have to worry about the activation code for the DLC's just where the hell they are!

Have you tried 'Check for Steam Client Update' and Verifying your game cache? Sometimes that kicks Steam into realising something is missing.

I'd keep looking for that activation code. Otherwise, it is not a Steam issue but you could contact Bethesda just don't hold your breath.
On the bright side, if you have used the activation key once, then Steam will have it recorded to your account but then you should be able to just re-download the DLC.

I would "verify cache" and if your key is registered I would think the DLC would be reaquired.

The base version was bought, but not installed on this computer... It was on my old one. I moved into a new home, so it would not be here. I checked the downloads folder... I already said so... and the data folder too... I tried to say I checked both.... and nothing.

Try right click on skyrim and open downloadable content!!, if you have used product key in downloading Skyrim maybe you need to verify game for the DLCs to install.

Just to clarify matters.

You bought the base version Skyrim which you had activated on your old computer.
Now you have Skyrim LE which you bought from Best Buy but do not have the activation code.

If this is correct then you need to take Skyrim LE back to BB and see if they can help you. Steam will not give you the DLC's without the activation code.

I think I am fine without.... Anyways... My Khajiit Azeriah and me will always have fun without the need of a DLC... I have a goal to find all the places in Skyrim (that can be found on map) without the console. (Yay).
