Recommendations on what ENB to use?
Ok, so I'm looking for a new ENB. Simple as that. Right now, I'm using TrueVision. It's good and all, but it's really taxing. I know, ENBs are supposed to be GPU intensive. But, I'm just asking on recommendations on what ENB to use. Also, what's your favorite ENB?

Intel i3-4130T CPU 2.90GHz
4 GB RAM
Nvidia GTX 760

You should be able to run these fine. Much better than TrueVision. If you can't run TrueVision then you probably can't run Seasons of Skyrim or RealVision either, which are my 2 favorites that I also can't run at 60 fps.
I use winterheart 2, specificly a modified version from nexus what ever is most recent one.
Is a very dark/grim overhaul of the colours it makes skyrim feel colder, i then tweek it with imaginator based upon my current mood lol.
But its a nice look i think
Well, I can run TrueVision. I didnt mean to say "really taxing" it just drops about 5-15 frames sometimes. I'm sort of for the ENBs that are sort of vibrant, yet not too vibrant. The ones that are overly shadowed don't really appeal to me, like a dark fantasy thing. Also, I use COT and ELFX, so that might affect the look of an ENB. I'll be more than welcome to disable them if I want to try out an ENB that's not compatible with those mods.

Sounds like RealVision would be perfect for you then so I'd try and see if you can run it. It's also made for CoT and ELFX.

I got AMAZING results combining Project ENB, RealVision ENB, ELFX and Pure Weather. Destroyed my fps though. You got a much better PC than me so you can give it a shot if you want.
Pure Weather > CoT imo btw.

Well, I tried Realvision + RLO and I thought it looked amazing. However, the fps dropped about 5-10 fps at times, but it was at dense forests. This fps would be acceptable. But, thank you guys for your suggestions.

EDIT: The Contrast is quite strong. It sort of blinds my eyes. The snow trees are more of a green and the ice and snow is blinding. Also, I realized that the rocks are so weirdly colored. Its like black and gray, and so its contrast is strong.

So, I've been looking at other people's skyrim graphics configs and theirs looks so much better than mine. What is it that makes it look the way it does?
ENBs are for those with OS64bit and with more than 4 GB_RAM.

With your specs i recomand to install not to much mods with ambiente, but there still some that makes your Skyrim looks better :
CoT (Climates of Tamriel + all additional patches, if you have the DLCs also all patches, this gives you weather, lightning, audio) ... look how it works, then install the next mod, look how it works, then the next mod ans so on.
WATER
Pure Waters
Skyrim Flora Overhaul
Harvest Overhaul
Splash of Rain
Unique Grasses
Footprints + F-Ashes
SMIM_Series (perhaps after you get in game and it runs fine)
Sexy Cities and Villages (if you want cleaner cities)
OR the other City_Mods
Then other like Wet and Cold (+WaC Ashes), Frostfall, Lanterns of Skyrim, Enhanched Lights, Enhanced Blood, RoundedLanterns... and a lot of other mods ... those are ambiente and will take the most of your fps.

Look how they work on your PC and then you can decide if you want more of them.

For your HUD i recomand SkyUI + Immersive HUD + LessIntrusiveHUD + AMatterOfTime, they work verry good together.

Falskaar is a complete new experience in Skyrim and it is standallone (as you where playing a new DLC).

Then you might will look for ApachiiHair, or other apropiate mods.
Then you might choose (or let it as vanilla) a skeleton/body type (for men and women), either UNP, CBBE, 7Base, or what else ... look at the animations, armors, clothes, weapons, other stuff what each supports and choose ONE TYPE (you will see for example: armor for UNP based ... ).

Perhaps you want a good Horse Mod ... Convenient Horses is verry nice.

Then a lot of armor/clothes/weapons/what else Mods that you can install, they will alter your fps only a bit, nothing remarcable.

Then a lot of other usefull Mods, like AutoUnequipAmmo, BarenziahQuestMaker, Lock Overhaul, AmuletOfHomeComming, AlternateStart, AchieveThat, ... so many others.

Then perhaps you want a new house or an overhaul of the vanilla houses ... just look at the great variety of mods out there.

For extra animations, there are a lot of them, but read them and look what they change, just to be sure to not override other mods, becouse those skeleton/body mods comes mostly with theyr own animation_pack.

Just install Mods one by one, while everytime you go in game and make a new_hard_save.
Look at your fps and if it doen't go drasticaly down, then install a new mod.

Are you already using a performance option or ENB boost? You get extra performance by disabling ambient occlusion and maybe depth of field. Chances are you won't get 60 FPS, especially with any high quality ENB. Shoot for 30-45, cap your FPS at 45 and configure the ENB local file to your computer specifications.

The interior option for ELFX, I forget exactly what it is called, does not work well for most ENBs, and I advise to keep it off. The exterior option is okay as long as you don't have any other mod that changes outdoor lighting, such as CoT. Personally I don't care for CoT and use Enhanced Dynamic Weather System, Ethereal Clouds, and More Rain.
Your GPU is a beast, but I'm amazed you can run that ENB with that processor and RAM..

Well, I just tried Seasons of Skyrim HD 6 Tribute, and I tweaked it so it was reasonably over 50 fps. And it stayed up around 50+ fps. However, that was in the area near the Abandoned Prison (Since I use an Alternate Start Mod). But really, I'm sort of jealous of how people's Skyrims appear better in color than mine.

EDIT: Apparently after disabling my HiRes DLC, the fps increased dramatically. Now its closer to 60 fps than 50fps. Then again, it's still in the same area

High resolution textures use a lot of memory. You'd need more if you want to have a pretty ENB and lighting mod too.
my favourite ENB is Phinix Natural, although i guess it isn't as dramatic as a lot of the other ENBs, so perhaps not everyone's cup of tea... but i think it's beautiful! ^.^ i dunno if it's less intensive than TrueVision, since i never used that. It seems to run better than RealVision though (which is what i was using before switching to Phinix Natural).

i use COT and ELFX along side that ENB, so a bit like others here.
