Display problem - Windows 8.1 ?
I have had no problems with the loading and display of Skyrim until about the time I up-graded (?) to Windows 8.1. Now the images have a green tinge and a red double-image. Could 8.1 be the cause of this ? (I have tried re-loading the latest drivers). If not, anybody got any other ideas ? Thanks in advance.

Did you go from 7 to 8.1 or from 8 to 8.1?
And if from 7: Did you do a clean install or did you keep all the programs and data?

Then I unfortunately can't help you, but you should try reinstalling the game.
I know from a friend that he had the same problem when he upgraded from 7 to 8.1

It's not just Skyrim. The effect appears on all the games on steam, and also on Warcraft (non-steam).

Sounds like anaglyph 3D, skyrim doesn't have native support for it, so maybe check your videocard settings.

I hate to say but Windows 8 in general is a step backward when it comes to OS youd be better off with Windows 7 or some sort of Linux OS. Example of Windows 8 sucking is problems with networking and online gaming. Windows 8 is basically a repeat of Vista

I'm not having any issues on 8.1, But I also installed Skyrim after 8.1. Look if there are any new graphics drivers available
