Check in your journal to see if you have no bounty on your head in Windhelm.

That might be possible considering your stamina bonus. How to remove that however I have no idea. You might try turning into a werewold and back again, see if that resets it.

Check your effects. It'll tell you what is giving you the extra stamina bonus.

Can you see if you have the other werewolf bonuses as well, apart from the stamina bonus ?

I can offer no other solutions apart from reloading an older save.

Does this apply to you?

From Skyrim wiki:
"With a relatively high sneak, individuals standing just a foot or two away from a guard can be killed without receiving a bounty. The killer also can remain undetected as long as the guard is not looking directly at them. However, if they then walk past the guard and are detected, the guard may attack them. While fighting back gains no bounty, killing the guard results in the normal 1,000 gold bounty for murder. Other guards throughout the city/hold will not become hostile, so murdering the guard that witnessed their indiscretion may be a solution rather than leaving town for several days."

That includes NPCs too. When I suffered that problem, any NPC coded to react against crime (e.g. Anoriath, Uthgerd, etc.) would attack.

Could be related to the same AI issue, though. Doesn't apply a gold bounty but the game thinks you should have one and makes NPCs react accordingly under the hood.

To see, try acquiring a "real" bounty by stealing or something, then pay that off.

Even if you sheath your weapons ? After surrendering there should be a dialogue option.
