...which, for example spawns a random assassin with random weapons who tries to hunt you down, much like dragon encounters, just with human NPCs. I have always wondered why that wasn't a thing with the whole "Bounty" stuff for crimes, since the gold your killer would get is pretty much compared to what NPCs carry around/have stashed in their chests.

the game alrady does this you get Assassins set after you some times if you are not a member od the dark brotherhood and also Hired Thugs may come after you if you steal something

well that makes the idea of a mod which does the same thing pointless xD I play skyrim since it was released and NEVER saw a bounty hunter xD

You could try "Timing is Everything", you can increase/ decrease the chances of random encounters, such as "Bounty Hunter" and Thalmor Squads. Allows you to customize the starting conditions for various quests and more.
