Is there a place where I can practice shooting the arrows since weight matters and the crosshair is incorrect without losing arrows?

behind Jorrvaskr (not sure if you need to be a companion) ... however most of the towns have targeting ranges. They are mostly found @ the guard barracks

Thanks! And I don't know what to use haha! crossbow, short bow or long bow? I could go short or xbow and maybe be able still to do logn range snipes with long bow?

crossbow is powerful however it reloads slow also during reloading you can't really move. I personally use longbow for targets far away and sneakattacks and shortbow for close combat

So do you spec in both long and short?

Yep I use both read the descriptions for the perks what is more usefull

The crosshair is still useful as a guide once you are familiar with the arc for each bow type.

Bear in mind you'll never be very far away from the archery butts. So practice in town is not comparable to taking down a deer at long range out on the tundra.

Or you can use something like iHUD to remove the crosshair entirely. Once you've gotten used to the bow types and their arcs you really don't need it anyway.
