Yep, it's certainly going to remove the current restraints and limitations our excellent mod creators have been working with.
Ugly when compared to modded or ugly ugly? I've always found Lydia to be easy on the eyes than Hulda, etc.
This one is funny: there is a mod that can fix that.
The mod thing isn't from Steam's end, it's from Skyrim SE's end (Unless I'm mistaken).
I don't think they've given an official explanation as to why but from what I've read it's because in consoles like the Xbox, achievement gives the user points which can be used to buy stuff and I think the worry from Microsoft is that Xbox users can just use mods to get free money.
