Random encounter

Most of you have already experienced a random encounter where you're attacked by a group of bandits, most of which are Bandit Chiefs. Well, something interesting happened to me just now.

I was in the Halted Stream Camp. I cleared the whole place, went to the pit with spikes, came back and started looting and mining everything. I was watching a video at the time, so I didn't hear too much of the game, but I kept hearing voices. I was really confused, because I knew that I killed everyone in this location. I paused the video to hear the sound better and located the source - 2 Bandit Chiefs and 2 Bandits somehow got into the mine, and were casually mining iron.

The reason I found it weird is because, as far as I know, these random encounters can only happen outside, not in mines and caves and such. Despite playing the game for over 2000 hours this is the first time I've ever seen this happen. Have any of you had similiar encounters?

are you using any mods?
Like OBIS(Organised Bandits in Skyrim)that ADDS to the bandit menace as i had a simmilar thing happen elswhere if so it may be a slow spawn script in the mod at least thats my conclusion

I am only using Unofficial Skyrim Legendary Edition Patch.
