Can you start the Dawnguard questline after finishing the vampire's quest line?

No. You've just resolved the same events involving the same characters as part of what's essentially the same quest line. The two factions run parallel to each other and require you to choose a side at the start.

You could return to the Soul Cairn and tell Valerica about the recent events and she will tell you she will return to Skyrim

Make a new character, side with the Dawnguard, or load a save for your current character from before you chose sides.
