Report a translation problem
1 Right click on the Skyrim program icon located in your steam library.
2 Click on properties.
3 Click on Local Files
4 In the selection, down at the bottom should a verify gaming cache button. Click on this.
After this is finished steam should display if somethings wrong or missing and will fix/replace whatever. If this doesn't work then I will need your PC specs.
If you suspect that your master files are broken, then above advice is good. However, you might want to do that process with cleared appcache folder.

I think your problems may lie elsewhere though. Exactly when does the game crash? Right after Bethesda logo, or when you click to start a new game?
It happens when i click start a new game

Always plug in your laptop into a wall outlet if you're playing intensive games.
If this doesn't work, there's no harm in reinstalling the GeForce Experience program, but this narrows down what may be the issue. Tell me how things work afterwards.
I uninstalled geforce experience and updated my driver and it still does the same thing
You might be having a Windows 10 problem, can you please confirm if you're using the 32-bit or 64 bit version. With 16GB of Ram I highly doubt you're using 32 bit, but Skyrim SE will not work with a 32-bit windows.
Touch Keyboard and Handwriting Panel Services in Windows 10 can conflict with an DLL audio file which will cause CTD's (Crashing to Desktop)
1. Click on start and type in the following: Services.msc This will open a service menu.
2. Find the section with "Touch Keyboard and Handwriting Panel Service" and select to stop services.
3. Restart your computer.
4. Restart Skyrim Special Edition and select New Game
Tell me if it continues to CTD. Also, did you install mods before playing the game?
Did all that and still continuing to CTD.
