Try lowering your resolution to 800x600 or so and see if it helps.
Many have had succes doing this, I'm assuming it's because less pixels = less room for error.

I can confirm that changing the resolution works. I couldn't lock onto anything playing at 1080P, but it worked just like the Dreamcast/Gamecube versions once I lowered the resolution to 640x480.

I recall the 2004 CD version of the game had issues with Sky Chase at higher resolutions too (which are still present if using BetterSADX with this version...)
