Star Ruler
Can't Build
When I colonize a planet I set it to planetary governor and it do whatever, but most of the structures won't go past 13% building but i have all the necessary resources. Any help?

It sounds like the planet is only importing a particular resource it needs very slowly.
thanks, i'll check that out
i changed the planets main resource but it still stops building at 13%
you're trying to build too much too fast. In the beginning, the first 6 or 8 planets or so you need to be careful not to start too many planets at once. When doing your starting system, one planet at a time is advised.
If you demand too many resources to too many construction sites overall construction slows to a crawl.
The recent patch seems to address this..you should be able to look around and find 1 per system that's visibly constructing.

What I do is I set an auto governor for my first planet, and then after he's done building everything, I colonze a second planet, do the same thing, then it stops at 13%
you need to build a complete range of materials..metals, electronics and advanced parts on the first planet as well as 3 or 4 space ports to move them. My home system I usually do manually with governers set for renovation only.
the player economy in this game is completely real and you must supply not only the goods needed but transport via space port. (cargo ships will move goods within individual systems to where needed also.. a good backup/increase for the space ports)
I'm trying to guess where you might be going wrong..I've never had my second planet not build.
A typical first/home planet for me in a non modded game is the 25 space planet with 4 or 5 metal extractors, 3 each electronics and advanced and at least 4 spaceports.
The home system is developed as a resource supplier with sufficient space ports to provide transport.. a minimum of 3 ports per planet, after that I let the game select governors and develop planets and it goes very well IF I don't start too many too soon.
