Just wait for a Steam sale, or try to get a key from a legit reseller. (Use the list of IsThereAnyDeal if you want to know which sites you can trust for Steam keys.)
Also, the disk version very much had a key. All Deus Ex versions use keys in some form, although sites like GamersGate integrate it into their installation, so you don't have to manually unlock the game after installing it. But around 2000 most AAA titles required a key to activate during or after install.
