No. You can catch him. There is a manta chase, walrus chase, foot chase.

3 chases ?? I can´t even finish the manta one.. any hints ?

There is a big tall bridge just before the shipyard. The bad guy flies under it, then pitches up and flies back over it and then to the shipyard. As soon as the bad guy flies under that bridge, you have lost already. So you have to kill his manta before reaching there.
That chase just requires some practice. He always follows the same path, so study it and take advantage of that.
The chase has checkpoints that save you from having to start from the beginning every time. However, if you don't damage him enough in the previous stages, it will be almost impossible to destroy him if you only have little time left after a later checkpoint. So, it might be clever to restart the whole mission if you feel that you have not damaged his hull enough at the beginning before the latest checkpoint.

You don't really need to follow him behind his♥♥♥♥♥ For example, there is a volcano crater that he circles around and up for a while, following the smoke cone. Instead of following him in his circular path, move a little bit apart and higher next to the smoke cone and shoot at him while you are almost immobile hovering in the air. You will get better aim and probably you will damage him quite a bit.

Afterwards, he drops almost at sea level and moves in almost straight lines. Shoot at him when you foresee these straight lines and try to get the shields down and some hull out of him every time. If you feel that you have "wasted" too many of those straight paths without dealing significant damage to the hull, don't bother waiting for the rest of the chase and restart from the previous checkpoint.
There is plenty of time to destroy him. In my last attempt, I got him down seconds after the volcano, even when there would be kilometers and kilometers left of chase ahead of me.
Oh, also, when you see that you are going to destroy his manta in the next few shots, quickly save your progress! The game likes to freeze during the animation of him crashing his manta (ironically). If you don't save, you will have to restart from the last checkpoint.

After this, he takes a walrus and you chase him (you don't drive, you just shoot at obstacles with a turret). This one is really easy and can be done at first try.
And after that, there is a little bit of walking and shooting over that bridge I talked about above, only from a FPS perspective, until you reach the shipyard and the good ending.

Hah, it's f***ing impossible unless you have VERY steady hands and a good aim. I have neither. I tried mouse and joypad. I even downloaded a trainer to make myself invinsible (those defenses keep killing me) and give myself unlimied ammo, and it STILL took me 20+ attempts.

Really? I thought it was one of the easiest boss battles I've ever seen.

Trick is to stay off this six, attack from the 8 or 4 high. Remember to use your afterburner to keep up, holding forward thrust and strafe might make you faster - not sure.

And keep your gun firing, it has a stupidly high overheat threshold and replenishes its ammo supply.
