I dont think this aspect of game is really a bad design per say. IF you used all your fuel repairing the carrier and did not save any its just lack of depth of planning. OOPS. Problem is modern games never let you screw up so bad you can not proceed.
I loved fallout 1 over failing the game if did not get the water chip fast enough. LOL. A real consequence in a game? What!
But there certainlly odd choices in this games design.
The carrier is running dangerously low on fuel (<1 bar remaining). I haven't been able to do any repairs, and clicking on the Ports gets me nowhere (the carrier doesn't move and the ports are unusable even if they say they're usable). How do you refuel the carrier, not individual non-carrier units?
I'm also assuming that carrier fuel is required to repair docked units because my busted-up Manta isn't repairing.
In campaign mode, carrier capabilities gradually unlock after you conquer Outpost, including the ability to produce items including fuel and send them to the carrier, and the ability to manually control the carrier (both directly and by clicking a point on the map).
Specifically since you are using Deadly Islands:
With the "Fuel Management System" option on page 6 enabled, carrier fuel is required to refuel/repair units. It also depends on the combination of "Manual refuelling of docked units" option and the "Docked unit refuel/repair" option on page 1. You can disable Fuel Management System if you want and all unit refuel and repair will be free, but for realism it is best left enabled.
Because of the possibility that you used carrier fuel to refuel/repair units during the early islands in campaign mode, the mod will not let you completely run out of fuel during timewarp before reaching Outpost.
I found solution: reload the save file with barge stuck on return path. see other thread about supply barge (more appropriate, don't know how to link here, deleted my post here by mistake, not seen your response then). minor bug as many resupplies now without it. but it was there. (i had quit before reloading). Thanks for answering so fast btw.
I still have the save game, but I should have kept the previous one as well, as I did get stuck twice from that one. The stuck one reload fine. it keeps going, as soon as loaded.
Edit: I am now at Evergreen and made a test supply run nothing else upon arrival. The fuel got delivered, but exactly the same thing happened. It is stuck, as shows as if it were to arrive in 00.00.06. which could mean although it delivered the fuel, it did not arrive really. or it delivered the fuel, arrived when back to where it would take that time to come back to the ship. Or does ETA also stand for return home? it is stuck there this time, and reload does not fix it. I should say that last time i saved it after a visit by a walrus, as the ship had no control. I could try now both. Do you want the save file, how can I do that.
Edit: Ok, I aborted and then went back into campaign, loaded, still not moving. also neither manta or walrus worked with non-abort reload. But ship to barque position nearby, triggered another "supply barque has arrived", and barque seems on its way back. So that is a fix. but i also saved quicksave, if that is different form user save. could try loading those, or quickloading those (if also that is different). Please let me know what kind of tests are worthwhile. i will update if another occurrence otherwise.
It appears that abort and quit game then come back works. otherwise, the hidden save file for the campaign, which seems to load upon button "continue game" did also work (i messed around with my latest save but those non-user ones. then put back mine again. in both case upon load, no ship move needed had the barque continue its journey. Now 2 fixes. and quiiirky bug, i would say. also my save files keep accumulating I wish i could delete some from the game, so as not to screw some hidden relationships with those campaign saves (do you know about that?). i have archived the use save files not the campaign, assuming no dependency. if you need at some point.
OK, I see. What you are describing here is actually a fix that is already in the mod. The barque is stuck trying to reach you, probably because you have moved close to the island. The mod detected the barque was stuck and transferred the items from the barque to the carrier for you. However, the barque does still need to reach you before it turns and goes back. Moving away from the shallow water allows this to happen, and you get the "supply barque has arrived" message. Should point out the solutions I have mentioned are specific to Deadly Islands mod and the OP didn't say whether they were using the mod or not. Playing the vanilla game even today, without the mod, it is still possible to get into a position where you have no fuel, the barque cannot reach you, and you cannot navigate out of shallow water by trying to warp to another island.
