You have something setup wrong, either hardware and/or software. I have 201 Steam games installed and working on Win 8 64 bit (not including non-Steam games).
I did have an issue when I installed a new SSD and did not change from IDE to AHCI in the computer BIOS, I had issues with running Steam games.
I changed the computer BIOS setting to AHCI from IDE for all my SATA hdd's, reinstalled Win 8
and boom it runs perfectly now.
This includes 1999 era games and modern games.
Edit: 10/22/13 I found one steam game that does not run on Win 8, but this is the case of everyone else with that game, not some can run it and some can't. So in that case, yes, the game is broken. But when some can run the game and some can't doesn't mean the game is broken.
