I am new to the game and need to activate the windmill by releasing the brake

i can grab the brake handle, but I have not figured out how to move the break handle so as to release the brake. How do I do that?

SPOILER: If you have found just one control for the windmill and it's not turning, then you're doing fine. There's something you do somewhere else which will make the windmill turn. You just didn't find it yet.
