Getting this error upon startup

How can I fix this? It's weird because my roommate's PC is 100 identical to mine (drivers and everything) and Chime runs perfectly on hers. What gives?

It is built on an XNA library - install the XNA Studio 4 or its library to get it to work (win8 seems to be a problem now)
