Help Please! I'm trying to learn how to make two alternating ("oscillating") pulsed lasers

I'm trying to learn how to make two alternating ("oscillating") / pulsed lasers with the basic puzzle editor. My desired result is to have one on / one off 3 seconds each switching. My current design is not smooth; see my control room to right of the entrance. What needs adjusting or changing to make this work? Can it be done with basic editor?
