I don't have Portal 2 installed atm, so this is a shot in the dark; maybe check your install folder for some kind of graphics setting file? Like, something you would open with Textpad or something. Alot of games have it.

Assuming you find one look for a fullbright value and switch it (ex. 1 to 0, true to false...etc)
