I dont know if Valve has shut down the servers for Portal 2's Robot Enrichment Center, but for the past few days the ingame store/loadout service will not work cause, it cannot connect to servers

Can anyone confirm this?

yes it has been done for several days now...me and others have already written this quite a few times. I don't think valve has shutdown anything...it's probably just down at the moment.

Thank you for contacting Steam Support.

Please exit Steam and go to the folder called C:\Program Files\Steam\ (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it).

Delete all of the files in this folder except:

- \Steamapps\ and \Userdata\ folders

- Steam.exe (this file is listed as an application and features the black and white Steam logo)

Restart your computer.

Then, launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.

With Steam running, re-test the original issue.

Note: This process will not affect your currently installed games.

If the issue persists, make sure your network is optimized for Steam:

Please follow all suggestions in this article, even if your network appears to be functioning correctly.

thx Eyolis for the reply, because I really thought it was a problem on valves end, not mine. BUT I cannot do what you wrote, because when I do, steam "forgets" were I put my games (because they are not in C:) and I can't seem to tell steam were the games are. I always get a message like "game folder must be empty" when I try to select the old install directory in steam settings.

also, why would it be necessary to delete SO many files in steam? if I knew which files are responsible for game directories, I could at least leave those alone.
