Robot Enrichment isn't very "enriching"

for some reason, every time I click "Robot Enrichment" on the main menu, it says that it couldn't connect to steam. Then, when I look in my steam online inventory, it says I have no items in Portal 2, which sucks because I had bought all the skins, gestures, flags AND hats. Does anyone know why this keeps on happening?

My inventory still says i have 3 items, but they wont load.
