Nobody knows, I don't think even Valve knows or decided if they gona make it...

They almost certainly will. Portal has a dedicated fanbase, and when they make part 3, they are virtually guaranteed a certain amount of sales. That being said, I doubt it will be a priorty title. It will probably be a long wait.

they'd probably want to bring another element to Portal 3, i've heard they're doing a lot of Oculus Rift r&d. So Portal 3 might be based around that?
