Aperture Tag-Where is the CFG file?

This is the sequel to my previous thread, "Crashes On Start". In aperture tag, I am wondering...Where is the cfg file? Or the file that can enbale you to STOP being on fullscreen? (Set on fullscreen in files, not game). Where is it!? Or ELSE I WASTED 8.00 FOR NOTHING!!!
