ATI graphics cards require opengl32.dll to run the Quake 3 engine properly.
Download and move it into your Jedi Outcast GameData folder.

That programs already in the game data folder.

Also look for that one in the C:\Windows\system32 folder. Any libraries (.dll files) that isn't provided with the program, Windows will look there for. If it's missing from there as well, then you'll need to hunt it down and download it as ASG recommended.

User Amran had a solution for this issue. It worked beautifully for me, so I'll just copy his post here:

I had the same issue with Outcast and Academy after purchasing them during the sale, but this fix solved the problem for me:

"1. Go to http://sourceforge.net/projects/gldirect/. Download gldirect5_opensource.zip.

2. Extract the contents. Go to the gldirect5\bin\release folder.

3. Copy opengl32.dll to your GameData folder.

4. Play the game!"
