You'll just have to edit the .ini for the Outcast .exe. It's only worth using the Bloom and Saturation pretty much for these games. The other effects aren't good quality. Motion blur can't even be configured. It's no SweetFX but it has a nice bloom and makes the game look a little better.You could try using the OpenGL to DirectX converter and then SweetFX but it didn't work with Academy so I doubt it will work with Outcast.
