More issues with Purchasing on Steam

Currently we have been informed that most people that try to buy Supreme Ruler The Great War that do not currently own Supreme Ruler Ultimate may not be able to complete their purchase on Steam.

We are working on this but need some assistance from Valve to resolve the issue. The problem is that by giving the Ultimate DLC for free, we've messed up the store interface if the customer doesn't have Ultimate.
