It creates higher suppression rates, so units attacked will take higher casualties after being hit by chemical weapons.

So does this mean they will take higher casualties from the artillery (that fired the chem shell) or from other units? How long do the chem effects last?

Until the chemical weapons protections tech is researched, the units will generally not take higher casualties from the chemical artillery, but they will be affected by increased suppression and reduced morale, and that will make them take much more damage from other attacks (additional artillery or land attacks).

Interesting, I was pretty sure Chemical Weapons were in the game in name only. Good to know that there is at least some other affect.

Will there be reciprocity: ie. If I use them - they will use em ? Or will they just hurl them at me regardless ?

I think they'll use it regardless.
