W:EE Game Action Hesitates not smooth

I've been checking the boards discussion and not many ideas. Game action hesitates every two seconds and resumes for about the same length of time. Mouse clicks are also delayed when selcting units or giving comands to units. Checked FRP (60); internet conection rate A on Speed Test, low ping test ... started the about March 15 (patch/update/driver conflict?)

System is AMD FX 6100 six-core processor 3.30 GHz; 8 GB memory; 64 bit Windows 7; Nvidia GeForce GTX 560

BF3, MOH, StarCraft, Mass Effect and Portal work fine without similar problem
