Would rather not give you the answer directly. They should be teaching this in school.
I'd be highly critical of any school in the democratic world not teaching this kind of thing. Because in beginners Science terms it's right up there with learning about the human body, and the simplest forms of how gravity works.
Quite simply put, you cannot even begin to grasp the concept of chemistry until you understand periods, rows and groups within the periodic table... It sets out explanation as to why elements are placed where they are within the table itself.
So no, I'd argue that the only thing that is flawed, is the very education system that has taught you.
