Drug lord- Increase production of drug farm upgrades for farm cost 25% less respect of all tropicans decreased by 5 and rebels can become soldiers
Junkie- Productions of drug farm decreased by 10% -2000 per year for drug expenses, doctors are less effective
New edicts-
Drug ban- all drug farms are shut down increases religous faction respect by 10
Drug Tax - All drug farms generate 15% more profits
Magic Cigars- If tobacco is not present drugs can be used at cigar factory decreases US and EU respect by 25%

That would be cool. Pot would have minimal affects but not much money, Coke would have affects on U.S. relations and increase rebel (cartel gang) activity.
I don't see why they wouldn't make this DLC. You can treat your people like a genocidal dictactor in this game, which is far worse than making drugs. Maybe its too much work.
Instead they give us these junk DLCs like the latest, the Academy. I like Tropico and Kalypso is a great game company, but these DLCs are getting weaker and weaker.
