how can i finish this mission in Challenge 18?
are there any ways except restart?i lagged here for a long time,it is 2052 now.

Hey Partner, Is it you can't find the guy? Or you find him and can't elimate him?
There are two missions given by Penultimo to lower crime. Build police stations if you still have crime areas and switch to apartments as tennements have a modifier that causes crime. Shacks also cause crime. The hard part about this missions is that it's not well explained that the less crime, the more easy it is to find the agents.

Also, you have to eliminate them by accident. This is suggested in the game, but I don't think it's made clear enough. Having them arrested, assassinated selected tends to bug it. You then at times have to wait until it un-bugs or they get old and die. Always selcect arrange accident for this mission. Some reported having to do it a few times but were able to complete the mission.

Setting up guard stations around the Island also helps as it takes less time for your guards to get there.

So, less crime overall. Guard stations located in every populated place, and use accidents only.

I'm so lucky,my HDD was scrapped.
maybe i lost some missions before so i can't find that guy.
I built tons of guard stations to unlock the achievement in this Challenge
(Have a total of 100 Soldiers and Generals).

I tried to arrest them all prior to executing one, now it is bugged. There's no "view" option on the mission briefing and I'm pretty sure I look long enough for the exclamation marked... Looks like I'll have to wait for the agent to die...

Sadly, it looks like that simply waiting doesn't work. All my ministers have died 3 times already and nothing...

Looks like after lots of edicts and game saves/loads as well as restarts it now came back to normal and the view button reappeared. Stressful, but at least I'll not lose all those hours.

Hmm... I have built the police stations and guard stations and I have the "arrange accident for third agent" task. I click view and I get a rebel with no eliminate option because he is a rebel. I have tried the allow rebels back into city and eliminate rebels edict, also with no luck... anyone else getting this... How do I get this guy if I can't order him to be eliminated?

I issued lure rebels to get past my rebel issue... now head hunting more...

I also had the very same problem(s). Actually all of them mentioned before this post. First of all I managed to complete mission after many hours. I think problems are combination of somekind of bug and very flawed objectives. First I made very well functioning econony and got stuck for hours at not being able to kill first one. Stats of person coud be seen, but not being able to issue any "commands" ie. arrange accident at all. Solution to this was making people unhappy and then using the "Lure rebels" edict and during attact agent coud be selected to kill. Had to try this twice as in first time agent managed to get away.

Person to kill after that didn't occure at all for even though mission was available (like in screenshot). Here is I think part of the very flawled mission. I noticed that you'll get 50+ USSR relationship and it took ages for me to actually notice that my relationship was I think at 90%. I'm quite certain that game doesn't allow +100% (quite obvious). I build about 6 weapons factories and used "Pro US" edict (something like that) to lower it.

Even after that mission didn't complete, but I didn't have any rebels or criminals on island. This is where I really thought to restart mission and give up, but decided to blow up all residential, educational and religious buildings (all not critical buildings) to decrease peoples at island (set emigration allowed for not happy people or somethjng similar). _Don't demolish all soldier or police stations_ as obviously rebels will begin to attack often. People amount was around 500 to 600 originally and when more than half of building were demolished and there was around 200 to 300 people left at island, all of a sudden I could select person to kill and rest of objectives could be accomplished in less than 5 minutes.

Note that I think it was the last agent that objective mentions to use "arrange accident" feature, so it's best not use eliminate feature on that.

Real pain in the ♥♥♥ mission to complete. I think designers under estimed status players can get at this point of game and made mission very flawed. I'm quite sure that if trying to complete missions at the bare minimum efforts it'll be easy to complete. Most players are likely to get economy and people happy at very beginning at these last few missions.

I'm posting this on some threads to help. Thanks to pequ above as his strat helped:

This thread came up when I was googling this damn bug, so just to confirm some things to help other players with mission 18: Clandestine War.

1. The main bug is that the 'view' button disappears on the 'Eliminate the second agent' objective window so you can't find any of the possible agents to kill. There is also no exclamation mark over any suspect's head as the game states.

It seems to be related to the agent being hidden (Possibly in a building) and the island's population size so you can't find the suspected agent.

Also note that ALL agents have to be killed by the 'arrange accident' option, not eliminate.

2. If the bug occurs then it's best to just restart. Fortunately, it's not even a tough mission as there's little to stop you provided you get a solid income and you should be good at the game by this point.

My strategy was to build up iron mines, beef ranches, then the usual array of buildings like tenements, a clinic, an immigration office, a church, tobacco plantation, cigar factory, cement factory, etc. If you know what you're doing, just set the game to fast speed and blaze through it.

3. One suggestion to overcome the bug was here by Pequ:

The strategy is to force the population to drop.

Destroy every building except the government ones - all residences, factories, farms, etc. - as this forces people to be outside buildings. Set the immigration office to "Like it or leave it" to get people to leave too. Keep a big army (as the rebel numbers will increase following unhappiness, plus you need guard posts for Penultimo's sub-objective to reduce suspects). Use the fastest speed toggle to save time.

Eventually, enough people will leave that the 'view' button becomes available when you open the objective window and you can 'arrange accident' for the agent (I sometimes had two suspects so just killed both).

I tried this twice with a population of 450, as I was determined not to lose my progress - the first time it eventually worked when I got to 200, but I accidentally started an election and (since everyone was unhappy) I lost it and the mission. I re-loaded my savegame and tried it a second time but couldn't get it to happen. I spent way too much time on this!

4. After you kill the agent then you only have a few more objectives which can be overcome by having lots of money, which is feasible as by this point in the mission anyway. It's actually an interesting challenge, but not 100% certain.

The objectives are to build a rum distillery (Or pay $50K), get 20 visitors to a casino set to baccarat (easy if you have a tourist resort built up), build a gold statue and then kill the third agent in the same way as before (the view button should be working normally). As soon as they die then it's mission complete.

However, it's easier to just restart the mission.

Hi, I found this thread because I encountered the same bug, I'll share what I did to get around the issue.
I didn't want to restart, but also didn't want to destroy all I had built until then, so I set up to try a slight variation on what has been suggested here.

I had almost 650 population when the "View" button disappeared.
Here's what I did:
  • Raise all the housing prices to maximum (this doesn't affect militaries, since they live inside bases), and wait for people to leave their houses
  • Cancel all welfare programs (like food for the masses, and similar ones)
  • Destroy all hospitals and clinics (I had 2 and 3 of those)
  • Set immigration to "like it or leave it"

Population started dropping, when I got to 450 from the starting 650, the "view" button came visible again, and from there it was a joke to eliminate the target and go on with the rest of the mission.
