@omnix32: I'm using a normal pc by the way, no laptop and no nvidia either.
The Nvidia that has a M is reported to be broken with certain games concerning laptops on steam. This is a Nvidia "m series" "only certain games are effected" issue. Payday the heist is another one that is reported as having a busted Shift + Tab with these laptops.
As far as I know this is a driver issue with that series of Nvidia.
Here is what to try.
1) Make sure your drivers are updated. Nvidia gets these reports and fixes them.
2) run game with integrated graphics mode. The game will suck, but if you can hit the steam overlay, then you know the issue. It's the Nvidia drivers.
3) After updating drivers.............. Make a shortcut from your tropico 4.exe and run it in compatibility mode XP, then try windows 98/Me. This was a fix suggested by Steam for the m series Nvidia cards with steam overlay issues.

Has it ever worked for you? On any game?
Try the same thing, start the game in a different compatibility mode. Driver updates and so on.
Some users said uninstalling steam and deleting the folder then starting fresh worked. A rough solution if you have tons of games. This should not be anything XP related, but DX compatibility related or just steam needs to be reinstalled.
Screenshots (the feature i was looking for) can be taken with the printscreen button (they're saved in the "my documents/my pictures/tropico 4" folder). I also noticed that the tab button is used for hiding the game UI, so i thought i'd bind Steam overlay to something other than shift-tab, but it still didn't work.
And i forgot to answer your previous question. Yes, shift-tab works normally in all of my Steam games, except Tropico 4 (and it has never worked in Tropico 4).
