I'm having a small problem with my Tropicans not wanting to take up residence in my apartment blocks and tenemant. It's not like they can't afford it either since the minimum pay rate is $10 and the housing is all free. Any suggestions? I've played two sandbox games so far and noticed this happening in both where they keep building shacks that I proceed to knock down but then they refuse to move into the totally free housing instead.

Most in Tropico like to move where there is a place to live so many squares from their place of employment. A cluster of farms for example should have housing, Clinic, Church, Entertainment, and market. This forms like a mini community.

Once you have built the housing close to work, they should move right in.

Use a immigration office to control the number of homeless coming in that don't have job openings.

Also, build garages close to the work place and the houses.

How did tenement get censored?

tenement gets censored? It would have to be a misspelling and a word that means something bad in one of the supported languages.

I don't speak anything but English so for all I know I mistyped it and it apparently means something as such in another language. In any event I'll try putting a garage down by each cluster of working areas to see if it helps.

Read what I posted above. What tropicans want is housing close to work. They would rather build a shack than find a garage and go to town to live in their apartment to only have to get back to work. I am not sure how many squares away a place to live can be before building a shack. The exception to this is those going to school. they will travel back and forth.

Tropicans will move in only if their current wage is 3x the rent. So you can sent rent in Apartments to $4.00 if your paying your uneducated workers $12.00 or more.

you might also want to let them shack for a bit to c where clusters of shacks spawn. Those areas may be ideal for housing structures, especially if you do not have adequate infrastructure like garages and roads. Another thing is to look at your bldgs in an area and how many people they employ. This can give you a rough idea of how much housing you need in an area.

Dont underestimate the marketplace. Thats where most of your citizens get their meals. I put work places away from home to cut down on congestion for trade convieniences. All Tropicans go home from work before they try to fulfill other needs. At least that has been my experience.
