International Factions
I am still playing through the game, so if this is covered in a later mission forgive me, but i am curious about something.

As the USSR and USA are the only contributors each month, is there ever a reason to pick China, Europe or the Middle East over the US or USSR?

Does it impact if certain missons will be offered to me? Is it ever wise to pick one of these over the two that give me support cash?

It is important to maintain warm or better relations with the minor powers so that you can export and import to them. There may be other facets to minor power relations in certain scenarios but this is probably the major one. I've never had critically low relations with minor powers, so I don't know what happens when that happens; maybe they make greater monetary requests...idk. You can go to your trade menu and look at all commodities trading in the game. Sometimes a minor power is the only one from whom you can import a needed resource. Obviously, bad relations will negatively affect your ability to procure that resource.

It is quite simple. While minor nations are not capable of directly funding you or invading you (if your relations are low, and usually it's near-impossible to get them to 0% anyway), they give quite some advantages.
High relations with the EU increases the foreign aid you get whenever a disaster happens.
High relations with China increases the price of canned goods, and lowers the cost of luxury goods
High relations with the Middle East increases the price of oil goods, and may sometime give you 30.000$ as a bonus.

Besides, if you have 100% with a superpower, it is most likely about 100%, and you can easily remove a little relations so that you will not harm your relations with the other nations.

If China hates you, they drop a Trade Embargo, and you won't be able to import uranium for nuclear power

i guess that's kind of important (china hating) for certain scenarios....I usually build wind energy on higher elevations with electrical sub-stations...that keeps the hippie chick off my ♥♥♥♥ for the most part.

Also: the better your international relations, the higher quality tourists from those regions who like you who will show up on your island.
