i got closed doors but people are still comming .....is there somthing else i need to do to stop them?

The effect of changing workmodes is not always instantaneous; generally when changing the immigration office settings the new settings don't take effect until after the next tanker arrives.

i don't think it works in the campaign 15 tankers have come and gone and they kept on bringing people.

Perhaps you have "no emmigration" active; this prevents people from leaving, not from coming in. "Tropico First" is the mode that prevents immigrants, and there is no option that specifically says closed doors.
