City building game?
Is this a city building game or is it only trade-based?

This is not a city building game like Tropico. What you build and when is restricted by much more than how much money you already have in the bank and sometimes you may even have to tear down some of the things you build because they are temporarily unprofitable. Not really a city-building game in the strictest sense of the word.

It's a combination of those two. You start with only trade abilities (which can be made semi-automatic) and then get the right to produce things in cities, get involved in local (city) and regional politics and are able to shape more things than just trade.

The city building part is constructing houses (for workers), production facilities and amenities for the city, recommending the construction of large city projects (walls, university, towers etc.) as a Councilman or deciding directly what gets build (as a Mayor).

TL;DR: The more money you make via trade and production, the more the game shifts in focus from trade to building and politics.
