I ran into the same problem with Arkham Asylum GOTY edition on Windows 8 Pro 64-bit. I didn't try Arkham City until the end of the following:

- I got an error about a missing xlive.dll and figured it was something to do with GFWL, so I went in to http://www.gamesforwindows.com/en-US/download/ and downloaded the latest installer available. After reinstalling GFWL a few times to no effect, I found this thead about problems with GFWL and Windows 8 on Arkham City/Asylum.

- I tried uninstalled "Microsoft Games for Windows - LIVE Redistributable" and "Microsoft Games for Windows Marketplace" in the Control Panel. I don't know if you need to uninstall both or just the Redistributable, that's just what I did.

- I next installed GFWL with the freshly-downloaded installer and then started up Arkham Asylum. The game launched and the GFWL overlay worked, but with some oddness (keyboard and mouse didn't work outside of the overlay and my Xbox 360 controller's Guide button was non-responsive). I signed in and it downloaded my profile data.

- After my profile finished downloading, the game acted like I hadn't downloaded it (warnings about not being signed in and being unable to save), but I still had access to the GFWL overlay.

- I exited the game, relaunched it, and it worked fine. I've since installed Arkham City, which launched properly and GFWL signed in without any trouble.

May not be a guaranteed solution, but it worked for me. I managed to get expanded information from a "BmGame has stopped working" error, which told me about the missing xlive.dll file. According to the GFWL installer, it only needed to download the Windows LIVE ID Sign-In Assistant and the 3.5 .NET framework because the other two necessary elements are included with Windows 8, so I uninstalled what I could find to force reinstallation from the GFWL installer. I'd be interested to know if this does or doesn't work for anyone else.

Windows 8 is not meant or good for gaming and almost nothing is compatible with it.

Hi, thanks this helped also me after Windows 7 -> Windows 8 upgrade. I didn't have any errors but Arkham City didn't login to GFWL and save games were missing.
Removing both "Microsoft Games for Windows - LIVE Redistributable" and "Microsoft Games for Windows Marketplace" and reinstalling fixed problem to get signed in to GFWL in Arkham city and also got save games back.

I've been trying for weeks to get the GFWL overlay to work with AC on Windows 8 but NOTHING works. Your solution is the obvious one, more people have had sucess running GFWL in windows 7 compatibility mode. I had no problems with Arkham Asylum, Arkham City is fundamentally broken.

First of all, i cant speak english very well, so please ignore grammar and spelling mistakes. i hope it wont be to hard for your guys to read this.
I got the same problem as the rest of the guys here. i cant safe my game. I have done the steps told by Halifax. BUT after installing the new Games for windows live client, a window pops up that says: a windows component is deactivated! below the pop up are the buttons cancel and help, and i clicked on "help". now u get to the homepage of xbox live and there are the following sentences: THIS SHOULD NOT HAPPEN, OBVIOUSLY U GOT AN ERROR IN YOUR SYSTEM. i mean really? yeah sherlock something isnt working well, i know that and i thougt U WOULD TELL MY NOW WHAT IT IS. now i need help, has someone of u a solution for me ?

Okay i got the solution, u have to deinstall windows live marketplace and retributal, and install it as administrator.

Nothing has worked for me. I can't find Windows Live Marketplace and Retributal, and my BAC game doesn't let me save. Please help as I really wan to be able to lay this game properly

This fix worked for my Windows 7 operating system. I needed it to work for my xbox live account and it did!
