So it's impossible to purchase Harley Quinn's Revenge?

I recently decided to play through Arkham City again (and actually finish it this time). I checked the store page just to see if maybe the Harley Quinn DLC was on sale (I'm not paying €10 for a two-hour DLC). To my surprise, it was on sale, but only as part of the GOTY edition of Arkham City. The Harley Quinn DLC doesn't have its own price anymore, it only appears to be part of the GOTY edition now. I do not want the GOTY edition. I already payed for Arkham City. I am not buying Arkham City a second time. I would only consider doing this if I'd get a second copy of the base game in my inventory, but that's not how Steam works.

What is this nonsense?

It's pretty weird tho. They removed it from the store, cause i bought the dlc via steam back then.
