I guess both. Alexander and Daniel did plenty of sacrifices and rituals with people kidnapped from the near town, to extract power from the pain, using the Amnesia on the victim to extend the tortures, and i think many of them where "sculpted" in that way to serve Alexander. My thoughts.

The servants are the soldiers Alexander poisoned in the wine-cellar with toxic-wine. The Leader "William" is probably the Brute. There is also only 1 Brute in the game. Yes, the main version is that William is the only brute but the choir breaks this theory. Ther is a theory that there are four brutes and it's described on amnesia wikia too on brute's page.

So, i'll just paste this for you:
"If the theory about Wilhelm and his men being the Gatherers is true, it may be that there is, in fact, only one Brute, who is a sort of leader to the Grunts. Since the Brute wears old-fashioned armour, it is possible that the Brutes are the Soldiers mentioned in the folklore found in the Archives. As for the Servant grunts, Daniel has already met them when he was staying in Brennenburg. in his Diary, he does not describe their appearance as disturbing. The Deformed appearance of the grunts could be just Daniel's mind playing tricks on him. Hard to accept, I know, but still.

Perhaps they don't kill him. Maybe it means the twisted and insane part of Daniel's mind has finally "caught" him.

[/spoiler] I'm pretty sure there are several brutes. In the choir, there are 3 or more spawning points for the brutes. One is located across the bridge, another is around where you get a piece of the orb ( I think it is in the room with the brass bull, I can't really remember ), and one is near a downed pillar ( the one closest to the iron maiden ).

But you can't see more than one at the same time. Technically, it is a new entity at every time he spawns, but the effect is that there is only one in the whole storyline.
