Can you post your specs? How high is your ping and where are you from? How high would you say your framerate was before?

That's a huge loss in performance for sure. What I would do after verifying your ping is to check integrity of Dota 2's cache in steam (if you need help with this, I can show you how to get there) -- or even a complete reinstall. (Delete the directory from your folder, and then uninstall local content via the client)
And to check your computer's temperature when playing. If you play other games at a fine clip, it shouldn't be temperature, but I have found with most people that the gpu temperature underload is the problem. A good, free piece of software to monitor your individual components is "Game Booster"
I also trust you have an antivirus of some sort?
Sorry for all the suggestions and such, it could be any of these things. Long story short, just check your speed on speedtest.net and make sure your dota 2 install is fine. Then work from there
Once you install this, the bottom of the software should give you your temperatures in real time as you play.
Also check to verify your video drivers are updated
