Forum Game: Nerf, Buff, Remove

This is like the game "Bang, Marry, Kill".

The rules are, you choose a hero you wish to nerf, a hero you wish to buff, and a hero you wish to remove (none of which will likely come true). As a secondary rule, no person can use the same hero for two or more actions. 1 hero, 1 action.

Bonus: Say how you wish to buff or nerf, and explain why you wish to remove. (Noob hero doesn't count)

Nerf: Sniper: Reduce range increase and ministun chance
Buff: Phantom Assassin: Coup De Grace proc chance now increases by 10%/15%/20%
Remove: Spectre (Doesn't really fill any roles except for global ganking due to ult, which many heroes can already do.)

nerf:legion commander's dual make it require a minimum amount of health instead of 10 hp left duals
buff:elder titans damage he's really weak
remove: lancer its the only option
