Anyone can do it.
Just fill it up with everything about that account.
Proof of ownership can be very useful like emails, bank statements if account is linked to a debit or credit card and the likes.

Only 11 hours played on Dota 2 and you have 2 full inventory pages full of rare bundles. Where did you get them from? And if you purchased them exactly what "payment method" did you use?

Any way to fix this sir? Please help me sir ive been buy this account but its a scam some items was missing, it was refunded by the owner of this acc. he refund all my arcanas that i was buying to him! Is there other way to fix this, its okay that no more arcanas in my inventory. I only need is to unreported this account so that i can trade this bundles to my other account :(

It means if you are actually telling the truth then Steam Support will NOT help you. In fact, if you try to ask them for help then they will likely ban or suspend the account.
