Why Jugg deserves the arcana more than iO

Jugg always go so far in the arcana votes. Is one of the most emblematic hero's of the game, used in a lot of matches, no matter the mmr.
IO is used in 1 of 80 matches, and only has a winrate of 35%, if iO win, the mmr of everyone will be in danger, a lot of ratkids gonna pick iO only for show the arcana and ruin the game.
IO is winning in the arcana vote only with the toxic argument: i only want to see valve with headache trying to create the arcana.
We are wasted the arcana in hero's who don't deserves it.
Thiago Viddoto a guy who dessign a lot of sets, create the arcana one year ago, but cuz the toxic people voting for iO, his work never been release.
If iO win, the next year the trolling and toxicity gonna vote jakiro, and the next visage. Our favoritos hero's never has a chance. Then dota gonna fall, and filfulled with toxic players even worst than the peruvians.
If we want save the game we love, we need understand, iO don't deserves the arcana.
