It is finished, since it holds games that were finished before. On the other hand, it's a dynamic engine game hub, meaning that technically, it will never be finished, it will be supported forever, as it will eventually hold all future Serious Sam games too.
There are also Remasters planned for the games that Fusion currently contains, though when they will be released is not decided yet.
as for me better choice for the team. Because they can spend much more time on SS3 and LOTB remasters + other things to do in HD, and little bit of other SD textures, that are not will be remade by Soulmyr or someone else at the moment of remastering start.
This doesn't mean that those upgrades will affect older games in Fusion. They will still have worse textures/polygon count, and won't have newest entities Croteam will be using on new games' levels to improve visuals.

Does this mean that the original games will get "Updated" or will be new standalone games ?
And those that were banned from leaderboard get a 2nd chance ?
